Since I happen to enjoy the most ineffable distinction of having killed the most notoriously objectionable Romanian of my time by immediate means, without the need for temporal involvementi, I might as well invest it in the dubious venture of republishing a letter of some other, perhaps equally objectionableii if not equally notorious Romanian fellow. I apparently enjoy privileges few others do, for the letter Adrian Severin wrote to the latest US Ambassador in Bucharest a week ago went very strictly unobserved - very few if any had the miraculous waterwalking ability which'd allow them to touch this without catching fire.

Here it is, with a translation provided in subsidiary.

Stimate domnule ambasador,

În calitate de cetăţean român şi de iniţiator al parteneriatului strategic dintre SUA şi România, vă urez bun venit în ţara mea. Sînt convins că mulţi dintre compatrioţii mei se alătură acestei urări.
Sînteţi cu atît mai binevenit cu cît aţi fost mult aşteptat. Vă aşteptăm nu numai de cei cîţiva ani de cînd ţara dvs. – pentru motive care nu pot constitui o scuză – a decis să reducă la nivel de însărcinat cu afaceri reprezentarea ei diplomatică într-un stat care oficial îi este (încă) partener strategic (în plan bilateral) şi aliat (în NATO). Vă aşteptăm încă de cînd predecesorii dvs. au ales să abandoneze rolul de ambasador spre a şi-l asuma pe cel de „vicerege”. Sînteţi binevenit şi pentru că, fiind diplomat de carieră, se speră că veţi reprezenta cu profesionalism interesele americane, iar nu interesele de afaceri ale vreunui lup moralist din jungla politică a ţării dvs., obligat să recompenseze prin acreditări ambasadoriale donaţiile primite în campania electorală. Românii s-au săturat de ambasadorii „politici” paraşutaţi aici, care, fără să le cunoască şi să le respecte Istoria, cultura şi tradiţiile, în timp ce le ţin predici şi le dau instrucţiuni – cu încălcarea patentă a normelor diplomatice – asupra felului în care trebuie să combată corupţia şi să separe afacerile de politică, îşi amortizează, fără ruşine, din sudoarea românească, „investiţiile” făcute prin finanţarea clanurilor politice de acasă. Pe timpul Imperiului Roman, provincia Dacia, aflată aproximativ pe teritoriul actual al României, era provincie imperială; adică o provincie atît de importantă din punct de vedere strategic încît, în contrast cu provinciile senatoriale, de coordonarea administrării ei se ocupa însuşi împăratul. Sperăm că „Imperiul (democratic) american”, odată cu venirea dvs., ne va onora măcar prin ridicarea României la rangul de „provincie prezidenţială”, după ce, în ultimul deceniu, a fost tratată ca un fel de sucursală a firmei „Biden, Nuland & Co.”, avîndu-l pe domnul Mark Gitenstein ca administrator. De aceea, salutăm în dvs. pe reprezentantul Administraţiei Obama, ajuns aici pe magistrala diplomaţiei americane, iar nu săltat din Consiliul de Administraţie al vreunei transnaţionale de pe Wall Street, cu gîndul de a se întoarce mai bogat în acelaşi consiliu sau într-altul similar, ţinînd în manşetă ceva active româneşti.
Descindeţi la Bucureşti, domnule ambasador, într-un moment foarte dificil pentru interesele americane în România. Este momentul în care se poate conchide fără dubiu că toate ţintele politice declarate ale SUA în România au fost ratate şi principalele demersuri politice americane de aici au eşuat. Pe linia tradiţională a celei mai bune politici externe americane, SUA au dorit ca şi în cazul României să pună în echilibru legitimitatea cu puterea, valorile cu strategia, morala cu pragmatismul. Astfel, ţara dvs. şi-a fixat ca ţinte consolidarea democraţiei, a statului de drept şi a bunei guvernări în România, după model american, în aşa fel încît aceasta să constituie un stîlp de rezistenţă durabil al arhitecturii de securitate în Europa de Est şi de Sud-Est, la Marea Neagră şi la gurile Dunării; arhitectură concepută, proiectată şi realizată de puterile euro-atlantice după încetarea războiului rece, dispariţia URSS şi prăbuşirea sistemului mondial bipolar. Ce s-a ales din această intenţie politică? În urmărirea ţintelor amintite, diplomaţia americană a făcut cel puţin două greşeli. În primul rînd, a uitat că „democraţia, statul de drept şi drepturile omului” constituie o treime unică şi nedespărţită. De aceea, a crezut că cele trei se pot dezvolta separat şi în ritmuri diferite, fără a se sprijini una pe alta şi fără a se pondera una pe alta. În al doilea rînd, a socotit în mod eronat că toţi cei care se opun celor vinovaţi de derapaje democratice, corupţie şi violarea drepturilor omului sînt, automat, democraţi, cinstiţi şi dedicaţi libertăţilor fundamentale. În consecinţă, a trecut de la susţinerea generală a valorilor la susţinerea unor cercuri politice româneşti, în realitate corupte şi cu instincte autoritare, pentru simplul motiv că retorica acestora denunţa corupţia şi autoritarismul politicienilor din tabăra adversă. Astfel, pe de o parte, SUA au acordat prioritate absolută luptei împotriva corupţiei, încurajînd sau măcar acceptînd decuplarea statului de drept de dinamica sistemului democratic. Atacurile Ambasadei SUA la adresa Parlamentului României – formulate public cu încălcarea grosolană a Convenţiei de la Viena privind relaţiile diplomatice dintre state – au contribuit masiv la decredibilizarea parlamentarismului şi pluripartidismului în ochii românilor şi prin aceasta la decredibilizarea democraţiei în ansamblul ei. Pe de altă parte, SUA au intervenit, poate fără să o dorească şi cu siguranţă fără să îşi dea seama de urmări, în lupta politică internă din România, fiind împinse în cele din urmă să facă, împotriva propriilor valori, a propriei filozofii de politică externă şi a propriilor interese, aplicarea zicalei „our bastards are better than their bastards” („ticăloşii noştri sînt mai buni decît ticăloşii lor”); „ticăloşii noştri” fiind, în speţă, „yesmenii” Washingtonului, care au trădat şi România, neapărîndu-i interesele, şi SUA, încurajîndu-i nebuniile. În primul caz, efectul pervers a fost acela că puterea judecătorească a fost delegitimată (o Justiţie în afara controlului democratic este nelegitmă), autoritatea judiciară s-a transformat în regim politic autoritar-justiţiarist (coruptibil şi corupt ca orice putere fără limite), iar „statul de drept” a devenit „stat poliţienesc” (condus de acea parte a Serviciilor Secrete care a acceptat să redevină poliţie politică). În cazul din urmă, implicarea partizană în competiţia internă românească a decredibilizat în ochii românilor politica externă americană faţă de România şi, totodată, a fragmentat acţiunea americană referitoare la România în funcţie de percepţia diferitelor instituţii americane asupra diferiţilor actori politici români şi de jocul aleatoriu al relaţiilor lor cu aceştia. Aşa se explică de ce strategia românească a SUA a devenit incoerentă, iar demersurile politice concrete ale SUA în România au devenit ineficiente, cînd nu au fost, pur şi simplu, contraproductive.
Odată cu izbucnirea conflictului geo-strategic dintre Rusia şi Occidentul euro-atlantic, conflict care pune în discuţie arhitectura de securitate la frontiera spaţiului euro-atlantic cu cel ruso-asiatic, erorile amintite mai sus au căpătat dimensiuni dramatice.

Domnul Joseph Biden a venit în România să ne explice cum corupţia trebuie combătută cu orice preţ – se subînţelegea, inclusiv cu preţul sacrificării democraţiei şi libertăţilor individuale – întrucît ea joacă în favoarea geo-politicii ruseşti. Aceasta în timp ce membri ai familiei domnului Biden făceau afaceri nu tocmai impecabile cu oligarhii corupţi din Ucraina. Un discurs similar l-a ţinut doamna Victoria Nuland. Găsim aici cea mai clară expresie a coruperii echilibrului dintre putere şi legitimitate, dintre strategie şi valori. Debilitarea democraţiei în favoarea unui regim autoritar-justiţiarist nu a omorît corupţia, ci libertatea. Nu există autoritarism favorabil libertăţii; în schimb, toate regimurile autoritare au sfîrşit prin a fi corupte. Arbitrariul şi abuzul, caracteristice unui asemenea regim, au făcut cinstea nerentabilă şi au „scumpit” corupţia. Cîtă vreme Justiţia politizată nu a mai distins între cinstiţi şi corupţi, ci numai între politicienii Puterii şi cei ai Opoziţiei, între suveranişti şi internaţionalişti, între pro-occidentali şi pro-ruşi, între europenişti şi atlanticişti, respectul legii a rămas fără motivare. Totodată, creşterea riscului celor corupţi de a fi condamnaţi pentru infracţiuni pe care nu le comiseseră, chiar dacă scăpaseră de pedeapsă pentru infracţiunile comise, a făcut ca amploarea şi viteza transferului ilegal de bani publici în buzunare private să crească. Aşa se face că, în ultimii ani, în ciuda unei impresionante coreografii justiţiare şi a unei telejustiţii agresive, corupţia a crescut. Aceasta a afectat şi buna guvernare. Stricarea echilibrului puterilor şi a sistemului de „checks and balancies” în favoarea (pseudo)justiţiei, transformată în „dictatură a procurorilor”, nu i-a speriat şi nu i-a gonit pe politicienii corupţi, ci pe cei competenţi. Astfel, politica americană în România a realizat contraperformanţa maximă de a rata şi ţinta bunei guvernări, odată cu ratarea celei privind eradicarea corupţiei şi a celei referitoare la democratizare. Dacă în anii din urmă Administraţia americană nu a mai putut identifica lideri politici români care să îi inspire încredere şi să garanteze că parteneriatul strategic româno-american rămîne funcţional, este nu atît pentru că politicienii români corupţi s-au înmulţit, ci pentru că politicienii români competenţi au dispărut – goniţi de frică, de silă, de Justiţia politizată sau de mafiile locale, dar şi transnaţionale tot mai active. Sosiţi la Bucureşti, aşadar, domnule ambasador, într-un moment în care evoluţia crizelor regionale face din România o entitate geografică avînd importanţă strategică sporită pentru SUA, în timp ce evoluţiile politice interne, direcţionate pe căi greşite inclusiv de diplomaţia americană, au făcut din România o entitate politică fără utilitate strategică; respectiv fără capacitatea de a-şi mai asuma cu succes misiuni strategice.
Mandatul dvs., domnule ambasador, într-unul dintre statele europene cu cele mai pro-occidentale şi mai americanofile tradiţii, începe în atmosfera sumbră a virajului tot mai accentuat al românilor către euroscepticism, antioccidentalism şi americanofobie.

Dacă faţă de eşecul politicii americane în România pe terenul valorilor şi faţă de realitatea descurajantă a unei prezenţe americane extrem de modeste în economia românească, vă gîndiţi că ne mai rămîne la dispoziţie totuşi perspectiva promiţătoare a cooperării pe terenul securităţii, respectiv al alianţei militare, vă atrag atenţia că vă înşelaţi. Bazele militare americane de pe teritoriul României sau scutul anti-rachetă în curs de instalare la Deveselu nu valorează doi bani cîtă vreme SUA pierd minţile şi sufletele românilor. Ceea ce este tocmai pe punctul de a se desăvîrşi. Zadarnică este desemnarea formală a României ca avanpost american pe frontul luptei cu „neo-imperialismul” rus, cu „neo-otomanismul” turc, cu „fundamentalismul islamic” sau cu „expansionismul” euro-asiatic, dacă mamele românce nu vor înţelege de ce viaţa copiilor lor trebuie pusă în pericol spre a promova agenda geopolitică a unei Americi care umileşte şi devitalizează naţiunea română. Pentru toţi cei care credem în valoarea şi chiar în caracterul indispensabil al parteneriatului strategic româno-american, este cutremurător să vedem cum românii, care au aşteptat totdeauna cu un entuziasm aproape naiv „venirea americanilor” pe meleagurile lor, ajung să fie tot mai convinşi că apropierea de Rusia este acum soluţia optimă pentru supravieţuirea lor ca naţiune liberă, adică pentru evitarea statutului de protectorat (american).

4.1. În vara anului 2012, un număr de 7,4 milioane de români, reprezentînd aproximativ 85% din electoratul prezent la urne (acesta, la rîndu-i, ridicîndu-se la aprox 50% din totalul cetăţenilor cu drept de vot), s-a pronunţat prin referendum pentru demiterea preşedintelui României. În acest context, a sosit la Bucureşti asistentul secretarului de Stat al SUA, dl. Philip H. Gordon, care a afirmat public sprijinul american pentru cel pe care majoritatea zdrobitoare a românilor îl voia demis. Această voinţă – nu are nici o importanţă dacă justificată sau nu – îl lipsea pe şeful Statului Român de legitimitate democratică. Prin vocea trimisului său, America arăta că pentru ea asta nu contează. În final, voinţa Americii a prevalat împotriva voinţei Poporului Român. Lucru făcut posibil prin intervenţia abuzivă şi suspectele speculaţii neconstituţionale ale Curţii Constituţionale a României. Abuzuri şi forţări de situaţie încurajate din afara ţării (inclusiv din SUA) şi înghiţite de un Parlament şi un Guvern puse sub evidentă presiune externă. Se poate susţine că, acceptînd şi chiar împingînd la această ruptură între putere şi legitimitate, SUA au dorit să salveze stabilitatea lăuntrică a partenerului strategic român, în condiţiile în care oferta forţelor opuse preşedintelui (practic) demis nu era convingătoare sau cel puţin nu era clară. Un proverb american spune, însă, că „proba plăcintei este mîncatul plăcintei”. Or, presupusele bune intenţii americane nu au făcut decît să paveze drumul spre iadul instabilităţii politice interne şi al dezbinării naţionale, care şi astăzi afectează cumplit România. În condiţiile păstrării la putere a unui şef de stat nelegitim şi al adîncirii dezechilibrului dintre instituţiile statului în favoarea celor de forţă (în special Justiţia şi Serviciile Secrete), impusă de nevoia consacrării unei asemenea formule nedemocrate, nimeni nu a reuşit să mănînce „plăcinta” promisă a stabilităţii politice. În schimb, mîncăm cu toţii şi astăzi fructele otrăvite ale autoritar-justiţiarismului. Mulţumim, America!

4.2. Recent, o instituţie academică din România a găsit cu cale să îl omagieze pe fostul adjunct al ambasadorului american la Bucureşti şi pentru o vreme şef de misiune interimar, domnul Duane Butcher (un adevărat „măcelar”/butcher/ al democraţiei româneşti şi al parteneriatului româno-american), pentru opera ştiinţifică pe care urmează să o realizeze (sic!), cu titlul de Doctor Honoris Causa. Laudatio a fost rostit de către domnul George Maior, pînă de curînd director al SRI (Serviciul Român de Contrainformaţii). La ceremonie a şocat prezenţa masivă în sală a reprezentanţilor SRI şi DNA, în frunte cu şefa procurorilor anticorupţie, d-na Laura-Codruţa Kövesi – cea pe care, cu prilejul audierii dvs. în Senatul SUA, domnule ambasador, un distins senator acuzat de fapte de corupţie v-a recomandat în mod expres să o sprijiniţi. (Este desigur emoţionant să vedem cu presupuşii corupţi din SUA îi susţin pe presupuşii luptători împotriva corupţiei din România!!!) Pentru un ochi avizat, dar nu numai, aceasta spune multe. Faptul atestă relaţia privilegiată dintre reprezentanţii Administraţiei SUA în România şi instituţiile amintite, care nu sînt deloc cele mai reprezentatitve pentru un stat democratic. Aş spune, dimpotrivă. Acest schematism relaţional reflectă schematismul păgubos al unei gîndiri strategice deficitare. O gîndire care, în încercarea de a concilia expeditiv idealismul şi realismul american printr-o abordare reducţionistă, insensibilă faţă de contextul cultural şi geopolitic românesc dat, le compromite pe amîndouă.

4.3. Mulţi români au putut urmări la televizor anul acesta scene transmise de la recepţia oferită de Ambasada Americană la Bucureşti cu prilejul Zilei Naţionale a SUA. Un distins intelectual român mi-a împărtăşit cu acest prilej tristeţea profundă produsă lui de constatarea că masa invitaţilor era evident dominată de reprezentanţii Procuraturii şi Justiţiei, alături de cei ai unor ONG-uri justiţiar-populiste şi de cîţiva politicieni de reputaţie îndoielnică. Aceştia, asemenea senatorului american înainte pomenit, „sprijină” Justiţia politizată tocmai spre a nu-i fi clienţi. Dintre aceştia, în centrul atenţiei respectuoase a gazdelor se aflau şefii ÎCCJ şi DNA, ale căror abuzuri fuseseră cu puţin înainte devoalate de cîţiva judecători, imediat supuşi persecuţiei structurilor oligarhice ale sistemului judiciar. Abuzurile în discuţie se referă la violarea drepturilor fundamentale – procesuale şi nu numai – ale unui cetăţean de rînd, pensionara Mariana Rarinca – implicată fără vină într-un proces penal şi ţinută în arest preventiv timp de mai multe luni, fără motiv şi dincolo de limitele legale. Pornind de aici, mass-media, dar mai ales organizaţiile profesionale ale magistraţilor, făcîndu-se ecoul indignării publice, au cerut – din păcate zadarnic – demisia sau demiterea făptaşilor. Afişarea aproape ostentativă a reprezentanţilor diplomatici americani în compania unor astfel de persoane constituie un afront adus românilor de rînd şi un abandon declarat al luptei tradiţionale duse de SUA pentru apărarea drepturilor omului. Altădată – inclusiv în timpul regimului comunist – Ambasada SUA era deschisă pentru toţi marii intelectuali români – şi mai ales pentru cei care aveau curajul de a exprima opinii critice la adresa puterii oficiale, pentru oamenii politici de toate orientările, pentru activiştii societăţii civile din toate domeniile. Se pare că opţiunea diplomaţilor americani acreditaţi la Bucureşti de a face dintr-o Justiţie selectivă instrumentul selectării oamenilor politici români susceptibili a accepta necritic exigenţele geopolitice americane a dus către izolarea Ambasadei SUA de mari segmente ale societăţii româneşti. Aceasta explică viziunea deformată a diplomaţiei americane actuale asupra realităţii româneşti. Vă revine dvs., domnule ambasador Klemm, datoria de a redeschide larg porţile ambasadei pentru toţi românii, de a restabili contactele SUA cu întreg universul românesc – cu bunele şi cu relele lui – de a reda caracter integral percepţiei americane asupra României, debarsîndu-o de prejudecăţi şi de lipsa de înţelegere a spiritului acestui popor, care admiră sincer valorile americane, dar nu poate accepta nici ca ele să îi fie impuse, nici ca preţul prieteniei americane să fie renunţarea la demnitatea naţională, pierderea respectului de sine. În acest demers puteţi apela cu folos la excelentul Raport asupra stării deplorabile a diplomaţiei americane de azi, redactat de o echipă de eminenţi diplomaţi americani, sub coordonarea distinsului ambasador Thomas R. Pickering şi dat publicităţii cu doar cîteva luni în urmă.

4.4. Fără îndoială, că domeniul Justiţiei este şi el unul în care cooperarea americano-română este binevenită. Cooperarea este una, dar tutelarea este alta. Or, din păcate, despre tutelă este vorba; precum şi despre folosirea unei Justiţii abuzive şi selective în scopuri (geo)politice. În chiar sediul DNA – o instituţie care şi-a pus la punct un sistem cvasineconstituţional pentru colectarea de informaţii cu valoare strategică – funcţionează un birou al FBI. (Unii spun – se pare, fără temei – că ar fi o reprezentanţă a doamnei Victoria Nuland.) O totală lipsă de transparenţă caracterizează relaţia dintre acest birou şi DNA. Dacă totul s-ar limita la combaterea infracţionalităţii transfrontaliere, părţile lucrînd împreună pentru a schimba informaţii referitoare la fapte ilegale comise în România cu impact negativ în SUA şi invers, totul ar fi în regulă. Se pare, însă, că reprezentanţii FBI ghidează şi activităţi ale DNA menite a-i „sancţiona” pe oamenii politici, oamenii de afaceri sau oamenii de cultură români care nu adoptă convingător agenda geo-politică a SUA ori, prin preocupările lor, îi stînjenesc promovarea. Există nenumărate informaţii cu un grad înalt de credibilitate potrivit cărora urmărirea penală a persoanelor aparţinînd elitelor româneşti de tot felul (cu precădere a celor politice) pentru fapte comise exclusiv în România, cu impact patrimonial eminamente naţional şi care nu încalcă legislaţia americană, dar eventual deranjează geopolitca americană, are loc sub supravegherea şi îndrumarea reprezentantului SUA. Dacă o atare informaţie nu este convingător infirmată, percepţia românilor asupra ingerinţelor americane în actul de Justiţie românesc – cu efectele cunoscute constînd în distrugerea capitalului naţional, în compromiterea elitelor naţionale şi blocarea administraţiei de stat – va săpa adînc şi durabil la fundamentul parteneriatului strategic româno-american.

Ar fi, de asemenea, urgent, stimate domnule ambasador, ca reprezentantul FBI să părăsească sediul DNA şi să se mute în frumoasa clădire a ambasadei SUA, acolo unde îi este, de fapt, locul.

4.5. Circulă tot mai intens informaţia că un număr semnificativ de procurori DNA au primit cetăţenia americană. Pînă acum, această informaţie nu a fost nici verificată, nici infirmată. Tăcerea care o înconjoară sugerează confirmarea ei. Dacă este aşa, înseamnă că urmărirea penală a unor cetăţeni români se realizează de către cetăţeni americani. Faptul ar echivala cu o cedare de suveranitate inadmisibilă, atît din punct de vedere constituţional, cît şi din punct de vedere principial. Situaţia devine cu deosebire gravă atunci cînd cercetarea penală se referă la liderii politici români. Este în interesul SUA să clarifice urgent acest aspect. În eventualitatea în care magistraţii români au cetăţenie americană, este imperios necesar ca ei să părăsească imediat magistratura.

As a Romanian citizen as well as the initiator of the US-Romanian strategic partnershipiii, I welcome you to my country. I am convinced numerous compatriots join in this welcome.

You are all the more welcome for having been long awaited. We've been waiting for the few years since your country - for reasons that may not constitute an excuseiv - has decided to reduce its representation to the level of charge d'affaires in a state which is (still) a strategic partner (bilaterally) and an ally (in NATO). We've been waitinf ever since your predecessors chose to abandon the role of Ambassador to instead take up the role of "viceroy". You are also welcome for, being a career diplomat, there is some hope you might represent your country's interests with skill and ability, rather than representing the private interests of some wolf in sheep's clothing living in the political jungle that is your home country, forced by its mores to reward through spurious accreditations donations received in the electoral campaign. The Romanians have had enough of "political" ambassadors paradropped here, who, without knowledge or even interest for the place, its history, culture and traditions, while holding class and giving lessons - in patent disregard for the rules of diplomatic behaviourv - on the manner in which corruption is to be fought and bussiness and politics separated at the same time recoup, shamelessly, out of local labour the "investments" made through obscure clan manouvers back home.

In the days of the Roman Empire, Dacia, a province more or less coincident with Romania's current territory, held Imperial status, which is to say it, unlikely lesser Senatorial provinces, was so important strategically it was administered directly by the Emperor.vi We are hoping that the (democratic) American empire, with your coming, will honor us at the barest by raising the bar to "presidential province", after the past decade in which it was treated as some sort of subsidiary of the "Biden, Nuland & Co." firm, under the administration of Mr. Mark Gitenstein. For which reason, we salute in you the representative of the Obama administration, come here on the high road of US Diplomacy, and not airlifted from a board or other of some Wall Street transnational corporation, with the intention of returning richer than he left, to another similar position, with some Romanian real estate sewn inside his overcoat.

You come to Bucharest, Mr. Ambassador, at a very difficult time for US interest in Romania. It is a time when it is a plain evidence that all the political goals declared by the US in Romania have been missed, and all notable efforts failed. On the traditional line of the very best in foreign US policy, the US wished in Romania as well for a balance between power and legitimacy, value and strategy, morals and pragmatism. Thus your country aimed for a strenghtening of democracy, of the rule of law, and of good governance in Romania, after the US model, so that the country may be an enduring pillar of the security architecture of Eastern and South-Eastern Europe, over the Black Sea and the Danube ; an architecture conceived, projected and realised by the euro-atlantic powers after the end of the cold war, the dissolution of the Soviet Union and the collapse of the bipolar world system.

What came of this political intent ? In pursuing the goals stated, US diplomacy made at least two major mistakes. Firstly, it forgot that "democracy, rule of law and human rights" constitute a unique and indivisible political trinityvii It imagined the three separable and it imagined they may go at different paces, without mutually supporting or mutually moderating each other. Secondly, it erroneously misrepresented all those appearing in opposition of corruption, antidemocratic tendencies or human rights violations as automatically democratic, honest and dedicated to human rights. In consequence, they fellviii from supporting values to supporting politcal cliques, fundamentally corrupt and fundamentally authoritarian, simply because their rhetoric denounced corruption and autoritarian tendencies in the opposing camp. In this line, on one hand the US gave absolute priority to a fight against corruption that encouraged or at the very least tolerated a decoupling between the rule of law and democracy. The attacks of the US Embassy against Romania's Parliamentix - stated in public with the gross infringement of the Vienna convention as to diplomatic relationsx - contributed massively to the decredibilisationxi of parlamentarism and pluripartitism in the eyes of the common people, and through this to a loss of prestige of democracy altogether.xii

On the other hand, the US intervened, perhaps unwillingly and certainly unawaredlyxiii in the political struggle within Romania, being pushed to undertake, against its own values, its own foreign policy principles and its own interest, the implementation of the saying "our bastards are better than their bastards" (our assholes are better than their assholes).xiv ; "our assholes" being, in this case, the yes men of Washington, who betrayed both Romania, through failing to defend its interests, as well as the United States, through encouraging its follies. In the first case, the perverse result was that judicial power lost legitimacy (as Justice outside of democratic control is illegitimatexv ), the judicial authority turned into justicisto-authoritarianism (both corruptible and corrupt, as any limitless power), and the "rule of law" turned into a police state (run by that part of the secret services which accepted to become a secret police). In the latter case, the partisan involvement in internal political competition hurt the credibility of foreign US policy in the eyes of the people, and at the same time fragmented US action in Romania by the perception of various US agencies towards various local agents and the mostly random play of the respective relationships. This explains why the US strategy in Romania became incoherent, and the concrete attempts ineffectual when not outright counterproductive. Once the geostrategic conflict between Russia and the Euroatlantic West errupted, a conflict which brings in discussion the whole architecture of security at the edge of the two spaces, the aforementioned errors acquired catastrophic dimensions.

Mr. Joseph Biden came to Romania to explain to us how corruption must be fought at any cost - understood in there, the cost of sacrificing democracy and individual liberty - for it happened to play in favour of Russian geopoliticsxvi. This while relatives of Mr. Biden were involved in dubious business relationships with the corrupt oligarchs of the Ukraine. A similar discourse was offered by Mrs.xvii Victoria Nuland. We find here the clearest expression of the breakage of the equilibrium between power and legitimacy, between strategy and values. Weakening demoracy to favour a police state has not killed corruption, it killed freedom. There is no such thing as autoritarianism favourable to libertyxviii, but all autoritarian regimes end in corruption. Arbitrariety and abuse, characteristic to such regimes, made honestly unaffordable and corruption more valuable. For as long as politised Justice failed to distinguish between the straight and the bent, to focus instead on the distinction between the favoured and the disfavoured faction, between Government and Oposition, between Sovereignist and Internationalist, between pro-West and pro-Russian, between European-ist and Atlantic-ists, respect for the law was left without grounding. At the same time, the increasing risk for the corrupt of being convicted for crimes they didn't commit, even if they escaped punishment for crimes they did commit, increased both the section and the flow speedxix of illegal wealth transfer from the public treasury to private control. This is why during the past years and in spite of impressive justiciarist coreography and very agressive television-prosecution, corruption grew. This also impeded good governance. The breaking of balance between powers and of the system of "checks and balancies"xx in favour of (pseudo)justice, turned into a prosecutors' dictatorship, has not scared nor repelled corrupt politicians but the competent ones. Thus US policy in Romania managed the maximal anti-performance of missing the good governance target alongside missing the erradication of corruption target, and the democratisation one.

If in the last few years the US administrationxxi could no longer identify Romanian political actors that would inspire its trust and guarantee the continued functioning of the US-Romanian strategic partnership, it's not so much because corrupt politicians multiplied in Romania, but principally because the competent ones disappeared - chased by fear, disgust, the politicized Justice or the local (and increasingly transnational) resistence groups. So you come to Bucharest, Mr. Ambassador, at a time the regional crises make Romania ever more the strategically important location for the US, while internal political evolution, misdirected by factors including the US diplomacy to date made Romania a political entity without strategical utility, which is to say without the capacity of sucessfully undertaking strategic missions anymore. Your stay, Mr. Ambassador, in one of Europe's most pro-West and pro-US states, starts in the dark atmosphere of an ever more pronounced move of Romanians towards Euroskepticism, anti-occidentalism and US fobia.

If, faced with the failure of US policy in Romania on the field of values, and faced with the discouraging reality of a very modest US presence in the Romanian economy, you presume there's still left the promising perspective of cooperation in the field of security, which is to say military alliance, I will point out to you that you are mistaken. The US military bases on Romanian soil, or the anti-missile shield being installed at Deveselu are not worth a penny while the US is losing the minds and hearts of Romanians themselves, an evolution just about ready to bear fruit. It will be pointless to affix titles to Romania such as an outpost in the fight with Russian "neo-imperialism", Turkish "neo-Ottomanism"xxii, "Islamic fundamentalism" or Euro-Asian expansionism, if Romanian mothers will not see why should their children risk their lives to promote the geopolitical agenda of a US that humiliates and devitalizes the Romanian nation. For all of us who believe in the value and even indispensable character of the US-Romanian strategic partnership it is revolting to see how Romanians, who forever expected with an almost naive enthusiasm "the coming of Americans" come to be ever more convinced that rapprochement with Russia is now the optimal solution for their survival as free and independent nation, which is to say for avoiding the status of a protectorate.

In the Summer of 2012, a number of 7,4 million Romanians, about 85% of the voter turnout (in turn about 50% of the total voter rolls) voted in the referendum for the sacking of the sitting president. At this juncture came to Bucharest an assistant to the US Secretary of State, Mr. Philip H. Gordon, who publicly affirmed the support of the US for a man whom the vast majority of Romanians wanted out.xxiii This will - it matters not if justifiable or not - deprived the president of democratic legitimacy. Through the voice of its envoi, the US affirmed that this is of no interest. In the end, the will of the US overwhelmed the will of the Romanian People. Abuse and misuse encouraged from abroad (including the US) and swallowed by a Parliament and a Government clearly under foreign pressure. It can be said that, accepting and even pushing for this breach between power and legitimacy, the US aimed to safeguard the inner stability of their strategic partner, given the offers of the opposing forces to said president were not convincing or perhaps not clear. An American saying goes however, "the proof of the pie is the eating of the pie"xxiv. Thus, the presupposed good intentions of the US did nothing but pave the road to the hell of internal political turmoil and national disunity, which even today bitterly affects Romania.xxv Given the maintaining in power of an illegitimate head of state, and of the deepening of disequilibrium among the statal institutions in favour of the forceful ones (specifically justice and secret services), imposed by the needs of enacting such an antidemocratic formula, nobody managed to actually eat that promised "pie" of political stability. In its place we eat to this day the bitter fruit of justiciar-authoritariansm. Thank you, America!

Recently, a Romanian academic institution found it within itself to reward the ex-adjunct of the US Ambassador in Bucharest and for a while interim mission head, Mr. Duane Butcher (a true butcher of Romanian democracy and US-Romania partnership) for scientific work he is going to undertake with the title of Doctor Honoris Causa. The laudatio was spoken by Mr. Gheorghe Maior, until recently the director of SRI. Shocking, the ample presence of SRIxxvi and DNAxxvii representatives, led by the chief anti-corruption DA, Mrs. Laura-Codruţa Kövesi - a woman that you were explicitly told to support, during your Senate hearings, by a distinguished senator accused of corruption today (it's of course touching to see they suspected of corruption in the US supporting the anti-corruption heroes of Romania). For the trained eye, and not just for the trained eye, this happenstance is telling. The fact attests the priviledged relationship between the representatives of the US administration in Romania and the aforementioned institutions, which are in no case representative for a democratic state. I would say, on the contrary. This relational schematism reflects the harmful schematism of deficitary strategic thought, which, in an attempt to expeditiously reconcile the US idealism and realism through a reductionist approach, insensitive to the cultural and geopolitical context, compromises both.

Many Romanians saw on TV this year scenes from the reception at the US Embassy in Bucharest on the occasion of the US National Dayxxviii A distinguished Romanian intellectual shared with me on this occasion his sadness at noticing that the invited were, predominantly, prosecutors and some members of populist-justicialist NGOs, alongside a few politicians of dubious repute. These, just like the aforementionedxxix US Senator, "support" politized Justice specifically to avoid being on its business end. Among these, in the center of the hosts' respectful attentions, the heads of the Supreme Court and DNA, whose abuses were just prior unveiled by a few judges, immediately put under pressure by the oligarchic strusctures in the judicial branch. The abuses in question, to do with the violation of fundamental rights - to a fair trial and more - of a common citizen, the retired Mariana Rarinca, involved without cause in criminal proceedings and kept in jail for months, without cause and beyond legal limits. From here, the mass-media, but especially the professional organisations of the magistrature, making themselves the voice of public indignation, asked - unfortunately, without result - the sacking of the guilty. The nigh on ostentatious display of US diplomats in the company of such persons constitutes an affront to common Romanians, and declarative abandon of the traditional fight the US has carried to defend human rights. Other times - including during the communist regime - the US Embassy was open for all great Romanian intellectuals, and especially to those brave enough to express critical opinions towards the officialdom, for political actors of all orientations, for social activists in all fields. It would seem that the choice of US diplomats to make a selective Justice into the instrument of selection for Romanian politicians susceptible to accept without criticism the US geopolitical exigencies has led to the isolation of the US Embassy from large sections of Romanian society. This explains the diformed vision of US diplomacy on the Romanian state of affairs. It will be upon you, Mr. Ambassador Klemm, the duty to reopen wide the gates of the Embassy for all Romanians, to re-establish contacts between the US and the entire Romanian universe - with its good and bad - to reconstitute US perception of Romania into a whole, clearing it of prejudice and lack of understanding for the spirit of this people, which does sincerely admire US values, but can not accept their imposition, nor can it accept that the price of US friendship be the renounciation of its national dignity and self respect. In these efforts you can benefit from the excellent Report on the deplorable state of US diplomacy today, drawn by a team of eminent US diplomats, under the coordination of the distinguished Ambassador TYhomas R. Pickering and published just a few months ago.

Without doubt Justice is a field in which US-Romanian cooperation is welcome. Cooperation is one thing, tutelarity another. Sadly, the latter is involved, as well as the usage of an abusive, selective sort of Justice for (geo)political purposes. In the very headquarters of DNA - an institution that has perfected a cvasi-nonconstitutional system for collecting strategically valuable informations - there exists an FBI office. (Some say - apparently, without merit - that it'd mostly work as an agency of Mrs Victoria Nuland.) A complete lack of transparency characterises the relationship between this office and the DNA. If everything were limited to combatting international criminality, the parties working together to exchange informations to do with illegal acts commited in Romania with an impact on the US and vice-versa, everything would be well. It seems however that the FBI representatives guide the activity of DNA towards "sanctioning" political agents, business people or Romanian culture people who do not convincingly push the US geo-political agenda, or, through their preoccupations, hinder its promotion. There's numerous informations of the most credible sort according to which prosecution of members of Romanian elites of all kinds (but particularly political) for acts commited exclusively in Romania and with a patrimonial impact limited to its borders, without breaching US law, but perhaps hinder US politics, take place under the control and supervision of a US representative.xxx Should such information not receive convincing infirmation, the perception of Romanians over the US infiltration of the Romanian Justice system - with the known effects of destruction of national capital, the fouling of national elites and the blocking of statal administration - will undermine deeply and broadly the fundament of the US-Romania strategic partnership.

It would also be urgent, esteemed Ambassador, that the FBI representative leave the DNA headquarters and move in the beautiful building the US Embassy occupies, where, in fact, he actually belongs.

Rumors in growing intensity would have it that a significant number of DNA special prosecutors have received US citizenship. Until today, this was neither confirmed nor denied. The silence surrounding it suggests it may have merit. If it were true, it means that prosecution of Romanian citizens is in fact carried out by foreigners, which is equivalent to renounciation of sovereignity that's inacceptable both by the Constitution and as a matter of principle. The situation is particularly serious when said prosecution is directed at Romanian political leaders. It is in the best interest of the US to urgently clarify this point, and should Romanian magistrates actually hold US citizenship, they must immediately leave their offices.
