1. (C) We approached MFA Head of Department for Disarmament and Arms Control Osman Yavuzalp July 25 an update on Turkey's position on flank entitlements (ref a). According to Yavuzalp, Turkey, Greece and Norway had discussed the issue on the margins of the March 14 HLTF and agreed on Turkey's proposed contribution--which he did not detail. Yavuzalp did not expect any further discussion between the three during the summer, but said that Turkey planned to talk to Athens and Oslo at the end of August or in early September in advance of the September 21 HLTF.
2. (C) Yavuzalp indicated that Turkey does not have further questions regarding our flank entitlement transfer request at this time. He did not foresee any barriers to the US plan to complete the flank transfers by the end of 2006.
