1. (U) This cable responds to the action request in reftel requesting human rights vetting for the candidates nominated to attend "Seminar on Transatlantic Civil Security", 2-24 Feb 2010",Garmisch, Germany.
2. (U) The Department of State has vetted the individuals listed in reftel and possesses no credible derogatory information as of 11/20/2009. Post is authorized to include the following individual in USG-funded training:
