1. Post transmitted reftel text via Diplomatic Note 151/09 on August 13, 2009 to the Romanian Ministry of Foreign Affairs (MFA). The MFA replied on August 17 via Note Verbale H2-1/2646 affirming their acceptance of the Department's proposal to establish December 7, 2001 as the date of entry into force of the Seismic Monitoring Agreement signed between the Government of Romania and the United States of America on September 28, 2000 at Patrick Air Force Base, Florida. The text of the MFA reply follows.

The Ministry of Foreign Affairs of Romania presents its compliments to the Embassy of the United States of America and, with reference to the Note Verbale no. 151-09/13 August 2009 of the esteemed Embassy, on the Agreement between the Government of Romania and the Government of the United States of America concerning the establishment and operation of a seismic monitoring station in Romania, signed at Patrick Air Base, Florida, September 28, 2000, has the honor to communicate the following:

The Romanian side considers that the proposal contained in Note Verbale no. 151-09/13 August 2009, regarding the date of entry into force of the abovementioned Agreement is acceptable to the Romanian side.

Therefore, this note in reply and the note of the esteemed Embassy constitute a shared understanding between the two Governments regarding the official date of entry into force of the Agreement, which shall be deemed to be December 7, 2001.

The Ministry of Foreign Affairs of Romania avails itself of this opportunity to renew to the Embassy of the United States of America to Bucharest the assurance of its highest consideration.
