1.(S/REL ISAF) Summary. On August 14 the Deputy Supreme Allied Commander of Europe (DSACEUR)hosted the first Flags-to-Post (FTP) Conference for the new International Security Assistance Force Intermediate Headquarters (ISAF IJC HQ), the NATO Training Mission in Afghanistan (NTM-A), and the ISAF Headquarters (ISAF HQ). At the conference, Allies received the final decision on posts they would fill within each command. This conference was one of many steps in the development of the new ISAF Command structure which creates the ISAF Intermediate Joint Command (IJC) HQs and incorporates the NATO Training Mission-Afghanistan (NTM-A). End Summary.

2.(S/REL ISAF) The Flags-to-Post conference for the ISAF HQ, ISAF IJC HQ, and NTM-A was held at Supreme Headquarters Allied Powers Europe (SHAPE)on August 14. Allocations of posts were based upon each nation's commitments to SHAPE's Combined Joint Statement of Requirements and were endorsed by the Commander of ISAF and the Commander of Joint Force Command Headquarters Brunssum.

3.(S/REL ISAF) The DSACEUR has forwarded the amended FTP plot to each of the Chiefs of Defense (CHODs) and has requested comments NLT August 28. The new Flag Plot is effective for NTM-A September 15, which coincides with its Initial Operational Capability (IOC) date. It is effective for the ISAF restructure and IJC HQ October 15, coinciding with the IJC's planned IOC of October 12.

4.(S/REL ISAF) Major highlights include: the U.S. received all desired posts on which it bid, the Italians were allocated the one-star police training post within the Combined Training Advisory Group-Police(CTAG-P), and the

Canadians received the one-star Deputy Commander of NTM-A position and the one-star Medical Advisor post within the ISAF HQ.

5.(S/REL ISAF) Overall, nations were satisfied with the results. France, however, had hoped to get the one-star CTAG-P police training billet. As an alternative to not receiving the position, France suggested adding a deputy position for CTAG-P with the expressed interest of filling it in the first rotation. DSACEUR deferred a decision on the deputy CTAG-P position until the 2011 FTP planning conference for which there is not yet a date.
