1. (U) Updating and correcting remarks reported ref A para 4, IAEA group leader in the innovative reactor technology project Randy Beatty (U.S. cost free expert) confirmed to UNVIE that IAEA DDG/Nuclear Energy Sokolov had been communicating directly with the GNEP Steering Group Chair, DoE DAS McGinnis, and that most if not all of Sokolov's comments had been incorporated already in the draft Joint Statement. Per Beatty, Sokolov supports the continuation of this activity and in general feels that the new "framework" can add value.
2. (SBU) Beatty added that Sokolov may not fully appreciate the reasons for changing the brand name and would like to have more discussion on how INEF will be different and substantial enough to justify the Ministerial meetings, which in Sokolov's view was one of the key features of the old GNEP that made it interesting.
