1. (U) This cable responds to the action request in reftel requesting human rights vetting for the candidate nominated to attend SECI Regional Center for Combating Trans-Border Crime "Fighting Organized Crime with Specialized Structures: Maximizing Cooperation, Capacity, and Expertise" September 21-24, 2009 in Bucharest, Romania.

2. (U) The Department of State has vetted the individual listed in reftel and possesses no credible derogatory information as of 09/18/2009. Post is authorized to include the following individual in USG-funded training:
