(C) Deputy Polcons delivered follow-up demarche (ref a) on 8 November to MFA Human Rights Director Cristina Gaginsky, whose office has the policy lead on UNGA Third Committee matters. (Note: we delivered Ref b demarche to MFA on 3 November). Gaginsky welcomed the two demarches but noted that because Romania is already participating actively in EU CFSP deliberations even prior to formal EU accession on 1 January, Romania will subscribe to the EU's common position on this and many other issues. She added, however, that if consensus cannot be obtained within the EU, then Romania would certainly reevaluate its policy and take the US position into "full account." Taubman
