(C) On March 20 DCM demarched Deputy Foreign Minister (responsible for security affairs) Todor Churov, using reftel points to argue that a Bulgarian approach to Germany would serve both Bulgarian an allied interests. Churov, who fidgeted nervously throughout the meeting, was completely noncommittal on an approach to Berlin, despite persistent push back from the DCM. From Churov's bearing and the questions he asked, it is clear that the GoB is extremely reluctant to approach Germany on this issue.
