1. (SBU) China welcomes ref A information about the expansion of the Global Initiative to Combat Nuclear Terrorism to include Armenia, Romania, Cambodia and Macedonia, MFA Arms Control Department Deputy Director Zhang Junan told poloff April 17. Poloff noted that we did not yet have any information in response to Zhang's questions about refining the process for receiving new members (ref B).

2. (SBU) Poloff also delivered to Zhang Junan a letter from Department of Energy Undersecretary Aoki to MFA Arms Control DG Zhang Yan asking China to consider hosting a workshop on radiological response procedures (ref C). Zhang Junan said he would convey the letter to DG Zhang Yan and respond to the Embassy. RANDT
