1) The GOR issued a government order on October 13, 2005 (Government Order 1094) containing Romania's National Strategy for Pandemic Influenza. The order outlines in a general manner a response strategy and designates responsible government bodies. The plan makes general reference to communication.
2) The GOR has a draft "Communication Strategy and Plan for Prevention of Avian and Human Influenza." The plan was developed in July 2006 by a WHO communication expert and financed by UNICEF. USAID consulted and provided input on the plan. Unfortunately, the Romanian Ministry of Health has yet to adopt the plan, which adheres to WHO best practices for effective communication. Once the GOR adopts the plan, it will need to allocate significant human and financial resources to fully implement the provisions.
