1. (S) Drawing on reftel points, we notified Aleksey Ivanov, Deputy Director of the political-military section in the Foreign Ministry's North America Department, and Anton Mazur in the Conventional Arms Section of the Department for Disarmament and Security Affairs of the upcoming US CFE inspection in Russia. We emphasized the importance the US attaches to the CFE treaty and its full implementation.

2. (S) Mazur, the MFA's CFE specialist, had no immediate comment. Ivanov replied that the MFA was not authorized to recommend specific action concerning CFE inspections; the decision would be made by the Defense Ministry. He said his office would prepare a report for Deputy Foreign Minister Sergey Kislyak, advising him of the US concerns, as well as inform all appropriate agencies, including the Defense Ministry and the Nuclear Risk Reduction Center.
