1. (C) This message constitutes response to SOCEUR request for human rights vetting of Romanian Special Forces Unit participating in Joint Combined Exchange Training (reference: SOCEUR to USDAO Bucharest; DTG 301157Z May 06).
2. (C) The Embassy conducted a thorough review of its records and other information, per guidelines and established procedures, for "Leahy Amendment" purposes, regarding any possible gross human rights violations by a unit of the Romanian military which has been proposed for DOD-funded training. The Unit in question is the Rapid Intervention Detachment within the General Defense Directorate for Intelligence; Ministry of Defense, General Constantin Tucan, Commander.
3. (C) Based upon Embassy review of its human rights records and other information, this message certifies that in accordance with guidance that there is no/no credible information of gross violations of human rights by this unit or its commander. Taubman
