1. (SBU) We shared all ref A points October 11 with MFA DAS-equivalent for CFSP Emmanuel Cohet, Balkans points with DAS-equivalent for the Balkans Edouard Beslay, and Middle East points with DAS-equivalent for Lebanon/MEPP Herve Besancenot and DAS-equivalent for Iran Franck Gellet.

2. (C) Balkans: The GOF is completely in agreement with the U.S. position and judges that the U.S. points would help contribute to maintaining support for that position among new member states, especially as regards cooperation with ICTY and support for Martti Ahtissari on Kosovo.
