1. (U) Poloff delivered reftel demarche and non-paper to MFA Director for OSCE, CE, and Human Rights Issues, Steluta Arhire and MFA Director for UN, Petru Dumitru. Both stated they were in agreement with US comments on the Human Rights Council issue and GOR would support our position as a member of EU group on the Council.
2. (SBU) Dumitru said Cuba was clearly using procedural delays to keep the Council from focusing on substantive issues. He also said it was unfortunate that establishing a new Human Rights Council had given Cuba and the other hardliners an "open box to play in'' in which they could cause trouble. He said the Council's recent behavior, if allowed to continue, would damage the credibility of the new council. Taubman
