1. (C) Summary: Poloff delivered reftel points to MFA NATO D2 Directorate, Deputy Director Polychroniou, on Thursday July 20, and to MoD Deputy Diplomatic Advisor Stoidis Friday, July 21. Both interlocutors expressed that Greece remains interested in complying with the request, but also that a Washington delegation first visit Athens to further discussions. GoG has not been in consultations with Norway or Ankara on this matter. End Summary.

Washington Delegation to Athens is Necessary

2. (C) Poloff delivered reftel CFE demarche to MFA and MoD interlocutors on July 21 and July 22. MFA NATO Deputy Director Polychroniou said it was his understanding that a Washington delegation had agreed to travel to Athens for further discussions concerning CFE transfers. A tentative meeting for mid-July was discussed on the margins of earlier meetings in Brussels and Vienna, according to Polychroniou. At this point, Polychroniou recommends a Washington delegation consider visiting Athens during last week of August or first week of September. He said a meeting would be necessary in order to coordinate and bring together all the necessary parties for a "supra" information sharing session. He anticipated that a decision could be forthcoming following such a meeting, which would be in advance of the next September 21 HLTF. MoD Deputy Diplomatic Advisor Stoidis stressed that Greece's intention is to accommodate this request to the best of its ability.

GoG not Coordinating with GoN or GoT

3. (C) Polychroniou also informed me that he was not aware of any GoG coordination with Ankara or Oslo. He said he was aware Ankara was considering transferring the full amount of entitlements in one of the three categories listed in reftel (tanks, ACVs, and artillery). Polychroniou explained that Greece would most likely be unable to identify one category. Instead, they are looking at transferring partial entitlements from each of the three categories. Rather than coordinating with Oslo and Ankara, they prefer to identify what they can provide after internal coordination, and then report to Washington. RIES
