(C) Further to Reftel, PolMilOff met June 19 with Dan Neculaescu, Director of the MFA Office for Arms Control, NonProliferation and Combating Terrorism, to discuss the proposed Romanian sale of arms and ammunition to the Iraqi Ministry of Interior. PolMilOff explained that the USG has been unable to ascertain the bona fides of the intermediaries for the proposed transaction, noting further that the USG has preliminary information that arms intended for Coalition forces in Iraq have leaked out to other countries. Neculaescu stated that he would discuss our concerns regarding the proposed transfer to Iraq with appropriate GOR interlocutors, promising to convey to us any relevant information regarding the transaction in general, or the intermediaries. Neculaescu underscored that the GOR "is committed to international arms control standards" and "appreciates consultations with Washington on all sensitive transactions" especially transactions concerning Iraq, Afghanistan and Africa.
