1. (U) This cable responds to the action request in reftel requesting human rights vetting for the candidates nominated to attend the "Test Cell Training", 10-20 Feb 2010, Bucharest, Romania.

2. (SBU) The Department of State has vetted the individuals listed in reftel and possesses no credible derogatory information as of 02/05/2010. Post is authorized to include the following individuals in USG-funded training:

Mironiuc, Remus DOB: 18 Oct 1973 POB: Bacau

Casota, Bogdan DOB: 15 Sep 1983 POB: Craiova

Lungu, Cornel DOB: 21 Mar 1965 POB: Tomsani, Prahova

Grozea, Constantin DOB: 16 May 1970 POB: Bucuresti

Decu, Viorel Constantin DOB: 11 Sep 1969 POB: Bucuresti

Arghire, Mihai Florinel DOB: 08 Apr 1985 POB: Vulcan, Hunedoara

Pascu, Marius DOB: 23 Nov 1981 POB: Caracal

Pleoti, Adrian Mihai DOB: 18 Jan 1982 POB: Piatra Neamt

3. (U) Post is permitted to provide the following statement to authorized parties: Embassy verifies that the Department of State possesses no credible information of gross violations of human rights by the individuals identified above, as of 02/05/2010. Post may cite this cable in response.

4. (SBU) Note that if Post subsequently becomes aware of possible human rights violations by the individuals listed above, Post should inform the Department and not proceed with training. Post should refer to the Leahy Vetting guidance manual for additional assistance. CLINTON
