1. (SBU) POLOFF raised ref a points on February 12, urging Romania to recognize Kosovo with Irina Zidaru, the new MFA Director General for Western Balkans, Caucasus and Central Asia (NOTE: POLOFF did not/not raise ICJ issue per instructions in Para 2 of ref a. END NOTE). Zidaru confirmed that Romania's policy not to recognize Kosovo's independence has not changed and will not change in the foreseeable future (see Ref B).

2. (SBU) Comment: Kosovo policy is set by President Basescu himself, and all of the main political parties in Parliament agree with his policy of non-recognition until Serbia recognizes Kosovo. End Comment. GUTHRIE-CORN
