1. (U) Poloff delivered reftel demarche on September 6 to the Chief of the Nuclear and Radiological Emergency Department in the Ministry of Administration and Interior, Col. Viile Ramniceanu, and on September 10 to MFA Deputy Director for Non-Proliferation, Arms Control and Combating Terrorism, Anca Jurcan. Ramniceanu was taking the lead on the Flexible Response 08 exercise and was looking forward to working with experts from the U.S. regarding the Foreign Consequence Management Program. He looked forward to arranging for a one day seminar to be held prior to the exercise and agreed that 20-21 September would be a good time for him to host members of the Department's Foreign Consequence Management Program (FCMP). He asked Poloff to provide soonest the names of the people from FCMP who would be attending so that he could make the necessary arrangements.

2. The MFA's Anca Jurcan appreciated Poloff taking the time to keep her informed and said she would coordinate directly with Ramniceanu to see if MFA's participation in this meeting was necessary. From her perspective, 20-21 September was also a good time to conduct the meeting to discuss a one-day seminar. Poloff promised to keep her informed regarding the progress of the meeting and the seminar.
