E.O. 12958: DECL: 02/28/2010 TAGS: KGHG, MV, PGOV, PHUM, PREL, UNHRC-1 SUBJECT: ROMANIA WILL ALLOW MALDIVES DRAFT RESOLUTION ON CLIMATE CHANGE AND HUMAN RIGHTS

REF: STATE 19889

Classified By: Deputy Chief of Mission Mark Taplin: Reasons 1.4(b) and (d)

(C) MFA Director for Human Rights Brandusa Predescu said on February 28 that Romania will not challenge the introduction of the Maldives' Draft Resolution on climate change and human rights, as expected to be presented at the March Human Rights Council's 7th session. Predescu noted that, although Romania is not/not a co-sponsor, there were co-sponsors among the EU member states, and for that reason Romania would not respond positively to the U.S. demarche. She added that, Romania would continue to convey its position that the U.S. should seek membership on the HRC, if it intends to have positive leverage over its direction; "these things are difficult to do from the outside," she noted.
