The concept of "human rights" exists, both historically and substantially, as protection for the individual -- and strictly the individual -- against insult by organized mediocrity, historically various camarillas but substantially these days any of the few flavours of socialism.

Thus, whenever a person stands accused, the "human rights" of the putative victim can not form any part of the discussion ; whereas whenever human rights are a concern, whichever socialism pretends to relevancy in the space, and only it, will stand accused.
