You might have noticed that groups in human society have this property of instability : there's an "agreement" mode, where 80% or more hold one position and the rest hold another (one or more). There's a debate mode, where two groups hold about half each. There's no 60-40% mode, and especially no 70-30% mode - these are instable and degrade rapidly towards a stable mode.

The state divides society between net profiteers and net victims. As long as you receive more than you pay you are a state profiteer, no matter your excuse. Since profit is preferable to loss, there's some incentive for any one individual to benefit if at all possible. 

Thus the split slowly evolves to 50-50%. Once the profiteering half obtains majority the incentive for the victims to join is suddenly twofold, absolutely tremendous, and soon enough you have a 80% or more group trying to profit off of the ever vanishing remainder. Pretty soon the entirety of society joins the profiteering group and the state ends through being no longer able to partition society.</description>
