1. (C) Ambassador reviewed US thinking on Afghanistan ahead of the January 26 NATO foreign ministers meeting with Turkish MFA U/S Ertugrul Apakan on January 17. Drawing on reftel points, he highlighted the NATO leaders, discussions in Riga and their commitment to Afghanistan and the success of the NATO-led ISAF mission. He said we regard this ministerial as a important step toward ensuring the Alliance makes good on that commitment. We look toward an ISAF and government of Afghanistan offensive in all spheres ranging from the military to reconstruction, counter-narcotics and other efforts. Secretary Rice expects to announce additional steps the US is prepared to take. The US, of course, cannot do it all, and success of the Alliance's undertaking requires more of all of its members. In particular, we are looking for further funding and delivery of commitments already made; more support for counter-narcotics efforts, improving the framework for international civilian cooperation, expansion of support for the Afghan army and police, increased force contributions, and removal of national caveats. While we recognize that Turkey has done a lot in Afghanistan and elsewhere in the world in NATO and other peacekeeping operations, we hope that Turkey can find ways to do more, recognizing its considerable stake in the success of Afghanistan and NATO operations there. 2. (C) U/S Apakan replied that Turkey will study the US presentation and regards it seriously. He said that Turkey likewise believes that Afghanistan is NATO,s top priority and that NATO must succeed there. He also noted the principle of burden sharing and stressed that Turkey has done a lot. Additional troops are not on and Turkey,s relatively limited caveats would be extremely difficult to change. Nevertheless, he recognized what the US is trying to do and said Turkey will look for additional things to contribute, particularly on the civilian side, to beef up its commitment to Afghanistan.
